HCMC is entering an intensive phase of digital transformation with a large-scale “data cleaning” campaign aimed at breaking down “information silos” and building a shared data repository. The city now views data not merely as stored information, but as a “strategic asset.” In relation to this invaluable asset, the Party Central Committee’s Secretariat issued Directive 57-CT/TW on December 31, 2025 strengthening cybersecurity, information security, and data security across the political system.
