HCMC – The Ministry of Construction has approved a pilot plan for smart traffic operation centers using Internet of Things (IoT) technology as part of Vietnam’s broader digital transformation strategy.
Under Decision No. 673/QD-BXD, the ministry will select at least two cities in the 2026-2028 period to pilot intelligent traffic operation centers integrating traffic data through Internet of Things (IoT) platforms.
The plan is intended to implement Resolution 57-NQ/TW issued by the Politburo, which identifies digital transformation as a strategic breakthrough to improve the quality of economic growth.
During the 2026-2028 phase, authorities will focus on completing the legal framework and national technical standards for smart transport systems. All sections of the eastern North-South Expressway are also required to complete electronic toll collection (ETC) systems and integrate traffic data into a shared national platform.
In the longer term, from 2029 to 2035, the program is expected to expand to at least five cities and 10 provinces.
The Government aims to standardize all traffic data to enable connectivity among the Ministry of Construction, the Ministry of Public Security and local authorities. At least 50% of major transport routes, including expressways and ring roads, are expected to be equipped with IoT sensor infrastructure to support automated and more accurate monitoring, management and maintenance of road infrastructure.
Funding for the program will come from the State budget, public-private partnership (PPP) investments, official development assistance (ODA), and other legal funding sources.
The Ministry of Construction said it would prioritize IT service leasing models and public-private cooperation to maximize the participation of domestic and foreign technology firms. Authorities expect the initiative to help reduce traffic congestion and accidents while improving the efficiency of Vietnam’s transport infrastructure system.
