HCMC – The Bien Hoa–Vung Tau expressway’s components 2 and 3 will not be opened to traffic by March 31 as planned due to incomplete auxiliary works and toll collection systems, according to Project Management Unit 85 under the Ministry of Construction.

As of March 27, the two components, with a combined length of nearly 38 kilometers, have not completed all required items. Authorities said putting the sections into operation at this stage would create issues related to toll collection and connectivity with other roads.

The expressway has yet to install toll collection stations. Vehicles traveling from the HCMC–Long Thanh–Dau Giay Expressway to the Bien Hoa–Vung Tau Expressway would lack exit data signals, while those entering the HCMC–Long Thanh–Dau Giay Expressway from Bien Hoa–Vung Tau would lack entry data, making toll collection non-compliant with regulations.

In addition, the Ben Luc–Long Thanh Expressway has not completed the section from the National Highway 51 interchange to the connection point with component 2 at the Tan Hiep interchange. As a result, component 2 cannot connect to the Ben Luc–Long Thanh Expressway and National Highway 51 even after completion.

The Bien Hoa–Vung Tau expressway stretches over 54 kilometers and is divided into three component projects. Construction is 73% complete for component 1, 95% for component 2, and 98% for component 3.
