HCMC – The Ministry of Finance has proposed VND180 billion in emergency funds to support recovery efforts in Yen Bai and Lao Cai, the two northern provinces severely affected by typhoon Yagi and ensuing flooding.
The proposal includes VND150 billion for Lao Cai and VND30 billion for Yen Bai. Yen Bai had previously received VND20 billion in aid under a Government decision on September 9.
The funds would come from the central Government’s 2024 contingency budget, aimed at restoring infrastructure and stabilizing local communities impacted by the disaster.
Lao Cai and Yen Bai will be responsible for distributing the funds in accordance with state budget regulations.
In previous communications, the Ministry of Finance urged provincial authorities to assess damages and allocate local funds for recovery efforts. It also instructed localities facing budget shortfalls to request additional support from the central Government.
Typhoon Yagi and the resulting flooding caused extensive damage to infrastructure, homes, and crops, particularly in northern Vietnam’s mountainous and midland regions.
Lao Cai Province was the hardest hit, with 82 people killed and 95 others still missing as of 12:30 p.m. on September 12, according to the Vietnam Disaster and Dyke Management Authority. In Yen Bai, 44 deaths have been reported, with four individuals still missing.
