Gia Binh airport project to enjoy special mechanisms

HCMC — The Government has approved special mechanisms to fast-track investment and construction procedures for the Gia Binh International Airport project in Bac Ninh Province.

Under Resolution 3/2025, the streamlined process will apply to the airport, aviation operation facilities, resettlement projects, land clearance infrastructure, direct road links, and related works. Projects will be exempt from construction permits but must meet ground-breaking conditions within six months, reported the Government news website (baochinhphu.vn).

The Ministry of Public Security will select an investor before the National Assembly’s approval and transfer the cleared site to Bac Ninh’s provincial government for allocation. Investors must reimburse all land clearance and infrastructure costs.

Aviation operation facilities and three resettlement and infrastructure projects will follow the public-private partnership model, with the Ministry of Public Security and Bac Ninh authorities serving as project owners. Airport and provincial planning adjustments will follow simplified procedures without environmental assessments, and related plans will be updated accordingly.

The provincial government may convert rice land for the project. A state appraisal council, comprising leaders from relevant ministries, will be formed to evaluate the airport’s investment policy.

The airport will cover 1,884 hectares, including 957 hectares for civil aviation and 927 hectares for joint-use facilities. By 2030, it is expected to operate two runways, handling 30 million passengers and 1.6 million tons of cargo annually. By 2050, capacity could increase to four runways, 50 million passengers, and 2.5 million tons of cargo a year.

The project’s total investment is estimated at VND195.1 trillion, with 15% from investor equity and 85% from mobilized capital.
