Hai Ha Petro chairwoman detained over misappropriation of fuel fund

HCMC – Ministry of Public Security (MPS) police have detained Tran Tuyet Mai, chairwoman and CEO of Hai Ha Waterway Transport Company Ltd. (Hai Ha Petro) over misappropriation of money from the Fuel Price Stabilization Fund and accounting irregularities.

The MPS today, January 23, issued a statement on its website announcing that the Investigative Police Department of the MPS decided a day earlier to initiate criminal proceedings against violations of regulations on the management and use of state property causing losses and wastefulness, as well as violations of accounting regulations resulting in serious consequences at Hai Ha Petro and related units.

The statement says that after an investigation into alleged violations of petroleum business rules at Hai Ha Petro, the Economic, Corruption and Smuggling Crime Investigation Bureau simultaneously conducted urgent searches at five locations on January 9 this year, including offices, fuel storage facilities, and residences of related individuals in Hanoi City and Thai Binh Province.

The police took away documents, machinery, electronic equipment, fuel transportation trucks, and 1,288,406 liters of diesel oil, 101,416 liters of RON95 gasoline, and 129,788 liters of RON92 gasoline.

The police also filed charges against Le Thi Hue, chief accountant of Hai Ha Petro, and banned her from leaving her residence over alleged “violations of regulations on the management and use of state property causing losses and wastefulness” and “violations of accounting regulations resulting in serious consequences,” as stipulated in the Penal Code.

Hue is alleged to have involved in mismanaging and misusing the Fuel Price Stabilization Fund, causing losses of over VND317 billion for the State and violating accounting regulations, leaving an estimated loss of over VND15 billion for the State.

Nguyen Thi Ngoc Anh, who is in charge of the General Affairs Department of Hai Ha Petro, was detained on alleged charges of “violations of accounting regulations resulting in serious consequences,” as stipulated in the Penal Code. The loss she caused for the State totals over VND15 billion.

The investigation found that Tran Tuyet Mai had instructed her employees to engage in unlawful activities. The firm failed to deposit the designated amount into the Fuel Price Stabilization Fund as required and misuse of the fund, hence the misappropriation of over VND317 billion of state property.

The company was found to have created and used two accounting systems, and failed to file for the environmental protection tax for more than 3.8 million liters of A95 gasoline sold in 2020, causing an estimated loss of over VND15 billion for the State.
