HCMC – HCMC is planning to build a 99-story, 500-meter tower in the Thu Thiem New Urban Area as part of the Vietnam International Financial Center in HCMC (VIFC-HCMC), which would become the city’s tallest building if approved.

The plan is included in a draft adjustment to Subdivision 1 of the Thu Thiem New Urban Area, currently under consultation in An Khanh Ward. Several land lots designated for the financial center are proposed for higher building limits.

Nine land lots in the subdivision, numbered 1.K1.2.HH to 1.K1.10.HH, are planned for the international financial center. Mixed-use residential and service plots could see maximum heights raised to 40–50 stories.

Lot 1.K1.8.HH, covering about 1.26 hectares, is proposed to increase from 30 to 99 stories. The tower would serve the international financial center.

The draft plan also proposes higher land-use ratios in the core area to allow more high-rise construction and create a focal point for the area. Functions in the core zone would be reorganized to align with the political and administrative center and improve land value for auctions to fund the project.

The plan also aims to expand green space, public squares, and open areas around the central plaza and administrative center.

The international financial center is planned to cover about 899 hectares in Thu Thiem and around 64 hectares on the Saigon River. The project is expected to include about 1,000 high-rise buildings.

Total investment is estimated at VND172 trillion. In the initial phase, about VND16 trillion will be allocated to complete infrastructure in the 9.2-hectare core area, with an operations center targeted to be in service by 2027.

On February 21, VIFC-HCMC was launched at 8 Nguyen Hue Boulevard as a temporary headquarters until construction in Thu Thiem is completed.
