HCMC plans nearly 18,000 staff for metro network by 2045

HCMC — HCMC will need about 17,730 personnel to operate its metro network when all 10 planned lines are completed by 2045, the city government said.

The HCMC People’s Committee approved a human resource development plan for the urban railway system covering 2025–2030, with a vision to 2050. The plan aims to prepare staff for the city’s expanding metro network.

Operational staff demand is estimated at 720 in 2025, rising to 11,840 by 2035 when seven lines are active, and reaching 17,730 by 2045 for 10 lines.

The city also requires engineers, construction workers, and project management staff. These roles are expected to total more than 21,000 by 2035 and over 20,000 by 2045.

HCMC still relies heavily on foreign experts for design, technology transfer, trial operations, and oversight. The shortage of qualified local managers affects timelines, investment efficiency, and operational safety.

To address this, HCMC plans to train about 60 international-standard metro management officials by 2045. These officials will be equipped to evaluate planning, supervise technology, manage risks, and advise on policy.

Project management staff will also expand, rising from 160 in 2025 to 310 in 2035 and 400 in 2045. This team will handle planning, scheduling, quality control, and technical oversight for large-scale metro projects.

The city aims to send at least half of its metro specialists abroad annually for training to learn advanced operational models, safety standards, and new technologies.
