HCMC – The Nha Rong – Khanh Hoi port area along the Saigon River in downtown HCMC will be converted from a commercial residential complex into a public cultural and park space.
This pivot follows a city government decision that revokes the previous investment policy granted to Ngoc Vien Dong Urban Development and Investment Co. Specifically, the city cancelled Decision No. 6815/2016 and Decision No. 177/2018, citing their inconsistency with the 2025 General Planning orientations and current regulations. Local authorities are now reviewing land records and audited expenses to facilitate a fair reimbursement process for the former investor.
The move reclaims approximately 39.51 hectares of strategic waterfront land to prioritize the expansion of the Ho Chi Minh Museum (HCMC branch) to 11 hectares. The remaining area will be transformed into a multi-functional public park and cultural center, significantly increasing the city’s inner-core green space.This redevelopment is being treated as a priority mandate, with the city aiming to inaugurate the first phase of the cultural park by September 2 this year to celebrate the National Day.
Complementing the cultural hub, the city will utilize a Build-Transfer (BT) framework to modernize the surrounding infrastructure. This includes widening the congested Nguyen Tat Thanh Street to at least eight lanes and constructing a new, high-capacity Tan Thuan 1 Bridge. By shifting from high-density housing to a public-centric model, the city aims to preserve the site’s historical values while enhancing the quality of life for its residents.
