HCMC seeks to expedite social housing projects

HCMC – The HCMC Department of Construction has written to the Ministry of Construction proposing removing hurdles for social housing projects as many housing projects for low-income earners and workers in the city have faced long delays.

According to the HCMC Department of Construction report, only one social housing project with 260 apartments in the city has been completed and put into service in 2022.

The nine other projects with roughly 6,491 apartments are under construction, while 1,400 apartments of the two housing projects for workers’ rental are being built.

The information from HCMC’s e-portal shows that around 519,000 residents in HCMC will need social housing from 2021 to 2025, and for the subsequent five years, the number of residents in need of social housing will be roughly 524,000.

To step up social housing development in HCMC to meet the settlement requirements of residents, the Construction Department has reported to the Ministry of Construction on the city’s social housing development projects for low-income earners and workers.

Accordingly, the city will save 20 zoned land lots with a total area of over 38 hectares for social housing development. Besides, the land reserve from commercial house projects for social housing development for low-income earners has 57 hectares.

To expedite social housing project development in the city, the Department of Construction via the ministry proposed the Government to consider simplifying the social housing investment procedure as it is currently more complicated than commercial house projects.

The department wrote to the Ministry of Construction seeking guidance on determining infrastructure investment and site clearance compensation costs when the investors hand back land funds for social housing project development, equal to 20% of the commercial housing project’s area.

HCMC also sought approval for granting the city authority to decide the forms of social housing obligations fulfillment for 2-10 hectare commercial housing projects.
