Motorbike emission checks in Hanoi, HCMC may be delayed to 2027

HCMC – The start date for motorbike emission tests in HCMC and Hanoi has been proposed for postponement by six months, with a new implementation date expected to be July 1, 2027.

The proposal is outlined in a draft roadmap on motorcycle emission standards, prepared by the Ministry of Agriculture and Environment and currently under review by the Ministry of Justice.

Under the draft roadmap, emission checks will be rolled out in phases. Motorbikes in Hanoi and HCMC would be inspected from July 2027. In Haiphong, Hue, Danang, and Can Tho, inspections would start in July 2028, while other provinces would follow two years later.

The draft also introduces four emission levels based on vehicle type and year of manufacture. Motorbikes manufactured before 2008 and scooters produced before 2016 must meet Level 1 standards. Motorbikes built between 2008 and 2016, and scooters manufactured from 2017 to June 2027, must meet Level 2 standards. Level 3 applies to motorbikes produced between 2016 and June 2026, though it excludes scooters in line with international practices. Level 4 will take effect from July 2026 for motorbikes and from July 2027 for scooters.

The Government also proposed a grace period of 18 months after inspections begin, during which non-compliant vehicles would not be fined. After that, authorities will conduct checks and impose penalties.

Local governments are required to establish inspection centers and facilities to handle motorbike emission testing, ensuring they meet demand and reflect local conditions.
