HCMC — The Politburo has made a decision to establish a central steering committee on legal and institutional reforms, with Party General Secretary To Lam serving as head, reported the Vietnam News Agency.
Under Decision No. 288-NQ/TW, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man are deputy heads of the 21-member committee. Senior officials from the Communist Party of Vietnam, the National Assembly, the Government, the Vietnam Fatherland Front, ministries and agencies are also on the committee.
The committee is responsible for advising the Politburo on the improvement of legal frameworks and institutions to meet the country’s development needs in the new era. Its operations, tasks, and coordination mechanisms will follow regulations set by the Politburo.
The Party delegation of the National Assembly will oversee legislative system improvement and enforcement monitoring. The Government delegation of the NA will lead action plans, coordinate policy integration, and instruct the Ministry of Justice to propose key legal mechanisms.
The Vietnam Fatherland Front will mobilize public participation and conduct social oversight. The Central Commission for Propaganda and Mass Mobilization will guide communication efforts. Provincial Party Committees will implement local legal initiatives.
The Ministry of Justice has been assigned as the standing body of the committee.
The National Assembly is expected to begin its ninth session on May 5. Lawmakers will review proposed amendments to the 2013 Constitution, focusing on restructuring the Vietnam Fatherland Front and streamlining local governments into a two-tier system without the district level.
Any constitutional changes require approval from two-thirds of National Assembly members. If passed, a drafting committee will be formed to prepare revisions and consult the public.
