HCMC – The government of HCMC has written to the Ministry of Construction seeking approval for a US$3.4-billion project to build four rail links between Tan Son Nhat and Long Thanh international airports, local media reported.
The HCMC People’s Committee said four rail lines would be built to connect Tan Son Nhat and Long Thanh international airports, namely metro lines 2, 4 and 6, and the Thu Thiem–Long Thanh railway.
The city is currently reviewing the three metro lines and prioritizing investment under special mechanisms approved by the National Assembly in Resolution 188, which was adopted in February 2025.
Under the current planning frameworks, the Thu Thiem–Long Thanh railway is designated as a national railway and runs through both HCMC and Dong Nai Province.
Under the 2017 Railway Law, the Thu Thiem–Long Thanh railway falls under the investment responsibility of the Ministry of Construction. Local authorities are responsible for organizing investment, construction, management, and operation of urban railways within their jurisdictions.
HCMC is also focusing resources on developing 355 kilometers of metro lines listed under the project portfolio attached to Resolution 188.
Given this commitment, the city has proposed that if the Thu Thiem–Long Thanh railway is implemented as a public investment project, the Ministry of Construction should report to the Government and the Prime Minister for approval to use the central State budget.
The HCMC government has also asked the Ministry of Construction to report to the Government for consideration and approval to include the Thu Thiem–Long Thanh railway in the list of projects under Resolution 188.
The city will work closely with the Ministry of Construction to review special mechanisms and policies, particularly those outlined in Resolution 188, and propose necessary adjustments or additions to facilitate the implementation of the Thu Thiem–Long Thanh railway and other urban railway projects.
