HCMC – Thua Thien-Hue Province is set to begin construction on a social housing project in early 2025, aiming to deliver 1,000 housing units, according to the Department of Construction.
Located in Zone C of the An Van Duong urban area, the project will span over 31,800 square meters and cost more than VND840 billion. It will feature both low-rise housing, occupying 20% of the site, and high-rise buildings of up to nine stories. The development will also include dedicated spaces for parking and landscaped areas.
Apartment sales are scheduled to commence in the third quarter of 2025, following the completion of foundational work.
This will be the only independent social housing project to start construction in Thua Thien-Hue in 2025. Other projects, which utilize 20% of commercial development land for social housing, remain in preliminary stages due to challenges in planning and legal procedures.
Key hurdles include the lack of detailed building layouts for social housing in the Thuy Van Phase 2 complex. Additionally, uncertainties surrounding regulations on mortgage discharge for future-completed apartments are causing delays.
The province has set a target to complete 4,600 social housing units between 2025 and 2030. To achieve this, authorities are tasked with incorporating housing development into broader economic plans and allocating land for investment.
New urban and industrial zones will also be required to include provisions for social housing and ensure adequate supporting infrastructure is in place.
