Vietnam proposes zero-percent tariff on Cambodian rice, tobacco imports

HCMC – The Ministry of Industry and Trade (MoIT) has released a draft circular proposing a zero-percent import tariff on rice and dried tobacco leaves from Cambodia for the 2025–2026 period.

The draft, published for public consultation, outlines tariff quotas under the Vietnam–Cambodia Trade Enhancement Agreement signed on April 28. It stipulates that imports within quota limits will be eligible for duty-free treatment, provided they are accompanied by a Certificate of Origin  (Form S) issued by Cambodian authorities.

The quotas would apply from the effective date of the circular through December 31, 2025, and again from January 1 to December 31, 2026. The proposed mechanism involves automatic customs-based quota deduction.

Importers of dried tobacco leaves would also be required to obtain an import license from the MoIT, in accordance with existing regulations, including Decree 69/2018 and Circular 12/2018.

The circular, which is expected to take effect in 2025, is currently open for feedback from relevant stakeholders before final approval.
