HCMC – More than 27,800 businesses in HCMC had fallen behind on social insurance contributions as of mid-April 2026, with total arrears exceeding VND3.5 trillion, according to local authorities.
Notably, the list includes several large companies in the construction, telecommunications and transport sectors, many of which have accumulated unpaid contributions over multiple years, directly affecting the rights of tens of thousands of employees.
Data released by HCMC Social Security on April 13 showed that among nearly 28,000 delinquent entities, around 100 firms had delayed payments for three months or longer, with significant outstanding amounts.
In addition to companies with tens of billions of dong in unpaid contributions, the agency has also publicized 28 firms subject to administrative penalties for persistent delays in paying social and health insurance.
Prolonged social insurance arrears not only reflect cash flow difficulties among businesses but also pose a major challenge to the social welfare system. According to the city’s social security agency, when employers fail to make required contributions, workers, despite still being employed and having monthly deductions, may see their benefits suspended.
This prevents them from finalizing their insurance records or accessing entitlements such as occupational accident or unemployment benefits when needed.
