HCMC – Vietnam and Russia have signed a memorandum of understanding to boost cooperation in scientific research, technology development, and innovation in the industrial sector.

The agreement was inked by Vietnam’s Deputy Minister of Industry and Trade Truong Thanh Hoai and Russia’s Deputy Minister of Industry and Trade Alexey Vladimirovich Gruzdev. The signing took place on November 20 in Hanoi during the 14th meeting of the Vietnam–Russia Subcommittee on Industrial Cooperation within the framework of the Vietnam – Russian Federation Intergovernmental Committee, according to the Vietnam News Agency.

Under the five-year memorandum, the two sides will work together in several key industries, including automotive manufacturing, chemicals, pharmaceuticals, metallurgy, new energy, heavy engineering, and construction materials. The cooperation aims to support targets outlined in the Vietnam–Russia master plan for cooperation through 2030.

At the meeting, Hoai said the 26th Meeting of the Vietnam-Russia Intergovernmental Committee is scheduled for early 2026, following approval from the two governments.

Industrial cooperation is considered a core component of the intergovernmental mechanism, helping advance broader economic ties between the two countries.
