HCMC – The Government has decided to temporarily suspend the implementation of Decree 46/2026/ND-CP, which provides detailed regulations and enforcement measures for the Law on Food Safety, until April 15.
The suspension also applies to Resolution 66.13/2026/NQ-CP on the announcement and registration of food products. Both legal documents will resume effect from April 16, according to a Government decision.
During the suspension period, Decree 15/2018/ND-CP and related implementing regulations will continue to govern food safety management and product registration.
The Government has tasked the ministries of Health, Agriculture and Environment, Industry and Trade, and Finance, along with other relevant agencies and local authorities, with preparing the necessary conditions to ensure the smooth enforcement of Decree 46 and Resolution 66.13 once they come back into force.
Earlier, on February 3, Prime Minister Pham Minh Chinh signed an official dispatch directing authorities to address difficulties in implementing Decree 46. The PM called for the rapid issuance of detailed guidelines, particularly those related to food inspection for imports and exports.
He also instructed agencies to urgently clear bottlenecks at border gates to ensure timely customs clearance of food products and other goods.
At the Government’s regular meeting for January 2026 held on February 4, the PM again stressed the need to swiftly issue a Government resolution to resolve outstanding issues related to Decree 46, emphasizing that prolonged disruptions would not be acceptable.
