Vietnam to collect public feedback on constitutional amendments over one month

HCMC – Vietnam will launch a one-month consultation to gather public feedback on proposed amendments to the Constitution, National Assembly Chairman Tran Thanh Man said during a meeting of the NA Party Committee’s Standing Board.

The summary and consolidation of public opinion is expected to take an additional five days following the consultation period. Relevant agencies will hold meetings to ensure that any issues that are clear and proven in reality will be collected and reported to competent authorities.

The review is part of a broader effort to restructure the country’s political system and streamline its legal framework. The agenda includes discussions on a draft proposal to revise the Constitution and relevant legislation, as well as a draft report on institutional reforms, as requested by the Office of the Party Central Committee.

The NA chairman said the Politburo has set a tight deadline for submitting documents to the Party Central Office. The report must be finalized promptly to allow the Politburo to give its guidance ahead of the 11th Central Committee Plenum, expected to convene in early April.

The top legislator emphasized that the process must be conducted with caution, objectivity, democratic principles, scientific rigor, clarity, and efficiency—guided by strict, high-quality procedures rooted in innovation and forward-thinking. He also stressed the importance of ensuring active participation from experts, scientists, administrators, and the general public.

According to Man, standing members of the NA’s Committee for Legal and Judicial Affairs have been actively studying, incorporating feedback, and revising the draft proposals and reports.

The focus was placed on six groups of issues; and the draft reports, concentrating on reviewing 58 Party documents, 12 articles of the 2013 Constitution, and 421 legal documents.

Relevant agencies and organizations have shown greater responsibility, submitting their feedback fully, proactively, and on schedule. So far, 16 agencies and organizations have responded, all expressing agreement with the core content of the proposal. The process of receiving and addressing feedback has been carried out thoroughly.
