60% of Ring Road No. 4 project in capital region to be elevated

HCMC – Up to 60% of the Ring Road No. 4 project passing through Hanoi City and Hung Yen and Bac Ninh provinces will be elevated, said Hanoi Chairman Chu Ngoc Anh.

At a seminar on February 14 on the prefeasibility study  for the project, Anh said the provinces where the ring road would pass through wanted the road elevated, but the cost would be high, so they calculated the proportion of the elevated section at some 60%.

The ring road will boost the development of Hanoi and the entire capital region, connect national highways and expressways and ease the overload on Ring Road No. 3.

The project will be submitted to the National Assembly at its sitting in May. If the National Assembly approves the project, the Government will assign localities to take charge of the subprojects of the project.

Hanoi Chairman Anh said the prime minister had assigned the city to propose the investment plan for the Ring Road No. 4 project and consider Vingroup’s proposal to invest in the project.

The city had asked Vingroup and Transport Engineering Design Inc. to prepare the prefeasibility study for the project, and the study has been completed.

At the seminar, Associate Professor Dr. Tong Tran Tung, chairman of the Science and Technology Council under the Ministry of Transport, suggested limiting the population and construction density when developing the Ring Road No. 4 project to prevent an overload like that at the Ring Road No. 3 project.

The plan to build Ring Road No. 4 has yet to highlight connectivity with the second airport of the Hanoi City region, which is set to be located in the south of Hanoi, probably in Thuong Tin and Phu Xuyen districts.

According to Associate Professor Tran Chung, chairman of the Association of Investors in Vietnam Road Traffic Works, Hanoi City and Hung Yen and Bac Ninh provinces should forecast the volume of traffic so that the road can be designed and divided into appropriate phases.

He cited the Trung Luong-My Thuan Expressway as an example, saying that it currently has four lanes and would have six lanes, and that traffic congestion happened during its temporary opening at the recent Tet holiday.

The Ring Road No. 4 project will have a total length of 112.8 kilometers, including 58.2 kilometers in Hanoi, 19 kilometers in Hung Yen, 25.6 kilometers in Bac Ninh and a 9.7-kilometer section connecting with National Highway 18. The ring road will have six lanes and two parallel roads.

The project requires an estimated investment of over VND87 trillion and is expected to be completed by 2027.

The project will be conducted under the public private partnership model with a build-operate-transfer contract.

The governments of Hanoi, Hung Yen and Bac Ninh are the investors of subprojects to clear the site and develop urban roads and parallel roads within their precincts.

After the feasibility report for the expressway subproject is approved, the Hanoi government will hold a tender to choose the investors for the subproject.
