U.S. extends duty evasion investigation into plywood, solar cell imports from Vietnam

HCMC – The U.S. Department of Commerce (DOC) has again delayed issuing a final conclusion on the probe into anti-dumping duty evasion on plywood and solar cell imports from Vietnam, according to the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade.

The investigation results are slated for May 26.

Last March, the DOC said Vietnamese enterprises had imported silicon wafers from China as the starting material. Then, they process, assemble, and make minor changes to produce solar cells and modules for export to America.

The U.S. has levied import tariffs from 15.85% to 238.95% and anti-subsidy duties from 11.97% to 15.24% on solar panels produced in China.

Last July, the DOC released its preliminary conclusion, stating that anti-dumping and countervailing duties would be imposed on plywood imports from Vietnam if rotary veneer imported from China had been used.

However, during the investigation, Vietnamese exporters were allowed to prove they had not used Chinese materials to avoid the imposition of U.S. duties.

If Vietnamese plywood is subject to U.S. anti-dumping duties, the interim duty will amount to 378.26% for Vietnamese plywood batches shipped to the U.S. from June 17, 2020, said the DOC.
