Four ministries to be merged in reshuffle

HCMC – The Government is moving forward with plans to merge four ministries into two as part of a broader effort to streamline operations and enhance efficiency.

Under the restructuring plan, the Ministry of Construction will merge with the Ministry of Transport, while the Ministry of Natural Resources and Environment will merge with the Ministry of Agriculture and Rural Development.

Deputy Prime Minister Tran Hong Ha chaired meetings on February 4 to discuss draft decrees outlining the functions, responsibilities, and structures of the newly consolidated ministries. This initiative aligns with Vietnam’s ongoing efforts to reform its political system.

The new Ministry of Construction, formed by merging the Construction and Transport ministries, will oversee planning, architecture, construction, urban development, infrastructure, housing, real estate, building materials, and transportation.

This consolidation will reduce the number of both ministries’ current departments from 42 to 23.

The Ministry of Agriculture and Environment will manage agriculture, forestry, fisheries, rural development, land, water resources, minerals, environment, climate change, meteorology, hydrology, surveying, mapping, remote sensing, and ocean resources.

This restructuring will also cut the number of departments from 55 to 30.

Deputy PM Ha emphasized the importance of clearly defining roles and responsibilities to prevent overlap and inefficiency. He stressed the need to integrate digital transformation and green initiatives, particularly in infrastructure, data management, and transportation.
