Haiphong wants to launch free trade zone this year

HCMC – Haiphong authorities have approved plans to establish a free trade zone covering more than 6,292 hectares, with implementation expected in 2025.

The zone will be located in three sites within the Southern Coastal Economic Zone and the Dinh Vu–Cat Hai Economic Zone. It will include industrial production areas, ports and logistics facilities, and trade and service sections, according to the Haiphong Party Committee website (haiphong.dcs.vn).

One site of 2,923 hectares will be in Chan Hung and Hung Thang communes. Another of more than 1,077 hectares will include Nam Dinh Vu Industrial Park and a duty-free zone. The third, covering 2,292 hectares, will be on Cat Hai Island.

The project will be developed in two phases. The first, from 2025 to 2030, will focus on legal frameworks, infrastructure, pilot mechanisms, and attracting strategic investors. From 2028, logistics infrastructure and customs management will be expanded.

The second phase, from 2030 to 2035, will broaden incentives and seek high-tech, financial, biotechnology, and research projects. Haiphong also plans to apply digital technology in port and logistics management.

Local authorities said the free trade zone is expected to support growth and strengthen the city’s position as a seaport and industrial hub.
