New toll collection to start on HCMC–Long Thanh-Dau Giay Expy

HCMC – The Department for Roads of Vietnam (DRVN) has instructed toll operators and service providers to implement a new toll collection plan on the HCMC–Long Thanh–Dau Giay Expressway from May 24 to prepare for traffic integration and vehicle flow management following the opening of the Bien Hoa–Vung Tau Expressway.

Under the revised plan, if a vehicle enters the expressway through an interchange and the system fails to record entry data, the exit toll station will generate an offline transaction to process the toll.

For vehicles with recorded entry data but no exit data after three hours, the system will automatically calculate the toll based on an assumed exit point at the interchange connecting with the Bien Hoa–Vung Tau Expressway.

The Vietnam Expressway Corporation (VEC) has been assigned to study and organize dedicated exit toll lanes for vehicles entering from the Bien Hoa–Vung Tau direction. Technology service providers are required to increase staffing at toll booths to verify transactions, reconcile payments and resolve ETC tag errors to cope with potential congestion.

For cases where vehicle journey data are incomplete due to system failures or where vehicle owners do not cooperate in toll recovery, ETC service providers must maintain separate records and coordinate with relevant authorities to conduct post-payment collection in accordance with regulations.

The adjustment comes after the more than 54-kilometer Bien Hoa–Vung Tau Expressway was technically opened to traffic following the temporary opening of the final 16-kilometer section in Component 1 of the Bien Hoa–Vung Tau Expressway project on May 18. The project has a total investment of over VND21.5 trillion and links Dong Nai with HCMC and the seaport area of former Ba Ria–Vung Tau Province.

While Component 1 of the Bien Hoa–Vung Tau Expressway remained incomplete, vehicles traveling from the former HCMC area to Vung Tau could take a 1-km shortcut to enter the expressway after exiting the HCMC–Long Thanh–Dau Giay Expressway at the intersection with National Highway 51.

However, since the entire expressway was put into use on May 18, this shortcut was closed, forcing vehicles to travel an extra 20 km to enter the expressway since the already-built interchange connecting the Bien Hoa–Vung Tau and HCMC–Long Thanh–Dau Giay expressways is not yet opened due to the lack of a toll collection plan for vehicles using the HCMC–Long Thanh–Dau Giay Expressway.
