Vietnam raises promotion cap to 100% in July sales campaign

HCMC – The Ministry of Industry and Trade has launched the first Vietnam Grand Sale in 2026, a nationwide month-long promotional campaign running from July 1 to 31, with a key policy change allowing discounts of up to 100% to stimulate domestic consumption and support business activity.

Under Decision No. 1184/QD-BCT on organizing the national promotion month, the ministry allows the maximum value of promotional goods and services and discount rates to reach an absolute ceiling of 100%, in line with Circular No. 39/2025/TT-BCT.

The more flexible mechanism is expected to encourage businesses to roll out large-scale promotional programs, giving consumers broader access to quality goods and services at competitive prices across both traditional retail channels and e-commerce platforms.

The campaign comes as Vietnam continues efforts to accelerate economic recovery and pursue sustainable growth. Beyond boosting purchases, the ministry plans to integrate promotional activities with trade fairs, exhibitions and local cultural festivals to create broader economic spillover effects, support domestic consumption, promote Vietnamese products, showcase regional culture, and attract both domestic and international tourists.

To ensure effective implementation, the ministry has established a coordinated operating framework among its affiliated agencies. The Vietnam Trade Promotion Agency will serve as the lead coordinator, providing guidance and streamlining administrative procedures to make it easier for businesses to register for the program. Meanwhile, the Vietnam E-Commerce and Digital Economy Agency will work with online marketplaces to develop targeted promotional campaigns aimed at improving traffic and the online shopping experience.

Alongside measures to stimulate demand, authorities said consumer protection and fair competition will remain priorities throughout the campaign. The Domestic Market Management and Development Agency, in coordination with local departments of industry and trade, will direct market surveillance forces to strengthen inspections and crack down on counterfeit goods, smuggled products, intellectual property violations, and fraudulent practices disguised as promotional activities.

At the same time, the Vietnam National Competition Commission will activate independent consumer feedback channels to promptly address potential legal violations during the month-long campaign.
