HCMC targets rooftop solar installation at 10% of households annually

HCMC – Ho Chi Minh City aims for 10% of public offices and households each year to install and use self-produced rooftop solar power systems as part of a broader plan to strengthen energy security and ease pressure on the city’s power grid.

The target is intended to help rooftop solar account for around 20% of the city’s total installed solar capacity during the 2026-2030 period, contributing to peak-load reduction and improved energy security citywide.

The quantitative targets were outlined in a plan issued by the HCMC People’s Committee on May 29 to implement Directive No. 10 issued by the prime minister.

To reduce pressure on the national power system, the city also aims to cut overall electricity consumption by at least 3% in 2026. During peak hot-season months, electricity savings are required to reach at least 10%.

The plan also includes synchronized deployment of demand-side management and demand response (DSM/DR) programs to shift and regulate electricity consumption. The city government is encouraging manufacturers, businesses, service providers, and households to combine rooftop solar systems with battery energy storage systems (BESS) to improve on-site power self-sufficiency during peak hours.

For public agencies and offices, authorities are requiring the use of digital technologies to monitor electricity consumption, replace low-efficiency equipment, and include power-saving performance in annual evaluations.

In other sectors, the city has introduced stricter electricity-saving targets. Public lighting and outdoor advertising systems are required to reduce electricity consumption by at least 30% through optimized operating schedules.

Meanwhile, manufacturing facilities consuming 500,000 kWh or more annually must cut electricity usage by at least 3% per year, either in total consumption or per unit of output. These facilities are also required to prepare backup power solutions such as generators or solar power systems.

To implement the plan, the city assigned the Department of Industry and Trade to oversee policy guidance and rooftop energy development programs. Ho Chi Minh City Power Corporation (EVNHCMC) will coordinate with local authorities to roll out load management programs and provide technical support for residents and businesses installing rooftop solar and energy storage systems.
