HCMC – The Standing Board of the Hanoi City Party Committee decided yesterday to discipline 28 Party members for their responsibility for a deadly mini apartment building fire that happened in Thanh Xuan District in September last year.
Three Party organizations in Thanh Xuan District had been held accountable for the fire that claimed 56 lives at 37 Alley 29/70, Khuong Ha Street.
A statement issued by the Standing Board after a meeting chaired by Hanoi City Party Secretary Dinh Tien Dung said the board reviewed inspection results and determined Thanh Xuan District Party Committee’s Standing Board, Thanh Xuan District Police Party Committee, and Khuong Dinh Ward Party Committee in the 2015-2020 and 2020-2025 terms were responsible for the deadly blaze.
These three Party organizations and 28 Party members involved breached working regulations and lacked oversight and responsibility in enforcing resolutions, directives, regulations, and conclusions from both central and city-level authorities pertaining to fire prevention, firefighting, and construction management.
The Thanh Xuan District People’s Committee, Thanh Xuan District Police, and Khuong Dinh Ward People’s Committee violated management protocols concerning fire prevention, firefighting, and construction regulations. Construction projects violating these regulations remained were not dealt with for an extended period, with no rectification measures taken.
The fire resulted from serious violations of construction and fire regulations by the developer of the residential building on 37 Alley 29/70, Khuong Ha Street. Though the project failed to meet fire safety standards, the developer obtained a construction license.
The Standing Board of the Hanoi City Party Committee decided that five Party organizations would be disciplined, including the Thanh Xuan District Party Committee Standing Board in the 2015-2020 term, the Thanh Xuan District Police Party Committee in the 2020-2025 term, the Khuong Dinh Ward Party Committee in the 2015-2020 and 2020-2025 terms, and the Khuong Dinh Ward Police Party Committee in the 2020-2022 term.
The Investigation Agency of the Hanoi City Police is continuing the investigation of related cases.
The Hanoi Party Committee’s Standing Board assigned the Hanoi Party Committee’s Inspection Commission to to review and propose disciplinary measures against the Party organizations and members involved.
