HCMC – HCMC has become the first locality in Vietnam to complete the full digitization of its civil registration records, local authorities said.

The digitized records cover marriage, birth, death, and parent-child registrations, with over 12.8 million records now available in the national database.

This accomplishment is part of Project 6, a government initiative focused on building a digital identification and authentication system to support Vietnam’s digital transformation by 2025, with goals extending to 2030.

Since June 2022, HCMC residents have been able to access and request copies of civil documents online, including marriage, birth, death, and parent-child records, without needing to visit their registered residential locations.

The city has also established a comprehensive data infrastructure system, including 45 data groups and a geographic information system (GIS) with 201 data layers, enhancing decision-making and urban management capabilities.

Further efforts include streamlining administrative processes, reducing 3,512 work hours, and simplifying 1,180 internal procedures. HCMC has moved 966 public service procedures online to make access easier for citizens and businesses.

City authorities are pushing forward with Project 6, aiming to expand the VNeID app for online services, such as electronic health records and background checks. Additionally, HCMC is improving tax management through digital tools like e-invoicing and tax collection from individual businesses to boost efficiency and reduce revenue losses.
