HCMC to clear 206 hectares of land for HCMC-Moc Bai expy

HCMC – The HCMC government plans to take back 206 hectares of land in Cu Chi District to make room for the construction of the HCMC-Moc Bai Expressway, a key infrastructure project designed to improve connectivity with neighboring Tay Ninh Province.

According to a proposal submitted by the HCMC People’s Committee to the city’s People’s Council, land clearance work will affect 11 communes in Cu Chi District.

The land will be used for Component 3 of the project, which focuses on compensation, support, and resettlement for the section of the expressway passing through HCMC.

The land clearance plan is scheduled to be reviewed and approved at the upcoming session of the People’s Council. At the same session, the city government will also seek approval for the investment policy and the allocation of public investment capital for two related projects: the construction of the expressway itself, and the development of technical infrastructure for a resettlement area and other public-use developments in Pham Van Coi Commune, Cu Chi District.

The HCMC Department of Natural Resources and Environment estimated that the land acquisition will impact nearly 1,880 households and individuals. Among these, 254 cases are eligible for resettlement land, 178 involve housing built on agricultural land, and 11 involve non-residential, non-agricultural land.

Site demarcation and boundary marking for land clearance are currently underway and expected to be completed by the end of March. The HCMC Transportation Works Construction Investment Project Management Authority, which oversees the project, aims to complete land surveys and asset inventories by April 30, and to approve the resettlement and compensation plan by June 30.

Construction of component 2, which involves building local access roads and overpasses, is slated to begin on September 2 this year. The main expressway construction under component 1, which will be implemented under a public-private partnership (PPP) format using a build-operate-transfer (BOT) contract, is expected to commence in January 2026. The entire expressway is scheduled for completion and full operation by December 31, 2027.

The first phase of the HCMC-Moc Bai Expressway will stretch 51 kilometers, with 24.7 kilometers running through HCMC and 26.3 kilometers through Tay Ninh Province. The total investment is estimated at VND19.6 trillion.
