HCMC – The government of HCMC will review and publish a list of apartment blocks eligible for short-term rentals, while developing guidelines and proposing tourism solutions to ensure resident security.

The HCMC People’s Committee Office has released a statement summarizing Vice Chairman Bui Xuan Cuong’s conclusions on short-term rentals at residential buildings.

For mixed-use apartment buildings seeking to offer tourist accommodation, the city has assigned relevant departments to review regulations and develop guidelines on the conditions for allowing apartments to be used as tourist lodging services.

HCMC has tasked the Department of Construction, in coordination with the city’s police and local ward and commune authorities, with reviewing and publishing a list of apartment buildings eligible for short-term rentals.

For apartment buildings not classified as mixed-use, the Department of Construction will take the lead, working with the Department of Tourism to study and propose measures to tap economic and tourism potential while ensuring resident safety and security. All these tasks are to be completed by September 15.

Earlier, the Department of Construction proposed that the HCMC People’s Committee approve a pilot mechanism allowing apartment rentals for short-term stays, to be implemented over 12 months starting September 1.

In addition, the Department of Tourism, in coordination with the Department of Science and Technology and other relevant agencies, will develop policies to promote the sharing economy model in tourist accommodation in HCMC, with completion targeted for 2027.
