HCMC – HCMC opened its first Party Congress under the city’s new administrative structure today, October 14, marking a major step in its post-merger development.
Party General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, and other current and former leaders attended the opening session at the HCMC Cadre Academy.
The congress convened 547 delegates, including 106 ex officio delegates and 441 appointed delegates from commune, ward, special zone, and higher-level Party committees directly under the HCMC Party Committee.



Prior to the session, leaders visited a technology exhibition showcasing 650 products and solutions across 11 strategic technology sectors, highlighting HCMC’s achievements in science, technology, innovation, and digital transformation.

The congress reviews the 2020–2025 term, set objectives for 2025–2030, and provides feedback on draft documents for the 14th National Party Congress.
At a preparatory session on October 13, HCMC Party Secretary Tran Luu Quang outlined the congress agenda. The three-day congress runs from October 13–15, focusing on building a strong political system, promoting national unity, advancing science and technology, supporting private sector growth, strengthening defense and international integration, and mobilizing resources for HCMC to lead national development.
HCMC has a total area of 6,773 square kilometers, has a population of 13.6 million people, and a workforce of 7.2 million. Its estimated GRDP is VND3.03 quadrillion, about 23.5% of the nation’s GDP. Per capita GRDP is VND220 million. Budget revenue is projected at VND737 trillion, or nearly 37% of national revenue.
