HCMC – The Department of Construction of Quang Ninh Province has ordered a comprehensive inspection of all tourist boats operating in Halong Bay and Bai Tu Long Bay following a recent cruise ship fire.
In a recent directive, cruise ship owners are required to proactively review all technical and environmental safety, with particular attention to the electrical system, and may only operate vessels that fully meet legal standards, according to the Vietnam News Agency.
The department requires checks of engine room electrical systems, kitchen areas, fuel storage compartments and heat-generating equipment. Wooden-hulled vessels must undergo additional inspection of concealed electrical wiring to prevent short circuits and fire risks.
Ship owners are prohibited from altering, modifying, or installing additional electrical equipment in violation of regulations, and must ensure a round-the-clock power supply for fire alarm systems, VHF communication devices, and GPS/AIS positioning equipment to respond to emergencies.
In addition to vessel owners, the Inland Waterway Port Authority of Quang Ninh Province and local registry agencies have been instructed to tighten oversight.
Departure permits will only be granted after verifying safety conditions, crew certifications and passenger numbers in line with approved limits.
Registry units must closely supervise repairs and retrofits and require all deficiencies to be addressed before issuing technical safety certificates.
