HCMC – Vietnam’s central bank has asked commercial banks to expand loans to agriculture, forestry and fisheries until disbursements reach VND185 trillion.
The State Bank of Vietnam (SBV) issued the directive on September 23 after receiving participation commitments from commercial banks. It follows the previous guidance released in July 2023 and April 2025.
Banks involved include Agribank, BIDV, VietinBank, Vietcombank, Sacombank, MB Bank, ACB, Eximbank, SHB, TPBank, HDBank, Nam A Bank, OCB, KienlongBank, Bac A Bank, VietCapital Bank, and VietBank. They are required to monitor, report results, and comply with commitments on lending targets and interest rates.
Other commercial banks may also join the program.
Eligible borrowers are businesses and individuals with projects in agriculture, forestry and fisheries. Loans will be offered in Vietnamese dong at rates at least one or two percentage points lower than the banks’ average lending rates for the same terms.
