Vietnam targets English as second language for K-12 students by 2035

HCMC – The Ministry of Education and Training has outlined a plan for K-12 students to learn English as a second language by 2035, with further expansion in the following decade.

The ministry is currently seeking feedback on a draft national scheme aimed at gradually integrating English into the educational system, not only as a subject but also as a medium for teaching other disciplines and facilitating daily communication at school.

The proposal introduces six implementation levels to encourage regular use of English in learning and work, ultimately establishing it as the second language in schools.

For early childhood education, the goal is that by 2035, all eligible preschools will implement English programs for children aged 3 to 5. By 2045, this initiative is expected to extend to all preschoolers nationwide.

In high schools, the plan targets full English instruction for students from grade 1 to grade 12 by 2035 at basic proficiency levels (1, 2, and 3). By 2045, schools are expected to adopt advanced proficiency levels (4, 5, and 6).

At the university level, the goal is for all institutions to implement English instruction at higher proficiency levels (4, 5, and 6) by 2035.
