HCMC – The Ministry of Construction has signed a contract with a consortium of investors to expand the HCMC–Trung Luong–My Thuan Expressway, a key route linking HCMC with the Mekong Delta.
The public-private partnership (PPP) project has an estimated investment cost of VND36.17 trillion, fully mobilized by the consortium which consists of Deo Ca Group, HCMC Infrastructure Investment Joint Stock Company (CII), Tasco, and Hoang Long. Groundbreaking is scheduled for December 19, 2025, with completion targeted for 2028.
The 96-kilometer expressway runs through HCMC, Tay Ninh, and Dong Thap provinces. It starts at the Cho Dem interchange in HCMC and ends at the northern approach of the My Thuan 2 Bridge in Dong Thap.
Under the expansion plan, the HCMC–Trung Luong section will be widened to 8–12 lanes with a design speed of 120 kph. The Trung Luong–My Thuan section will be upgraded to six lanes, designed for 100 kph.
The project will also include an intelligent transport system, electronic toll collection, weight monitoring, traffic control facilities, two rest stops, and 10 interchanges—upgrading eight existing ones and adding two new interchanges.
This is among the first major transport projects implemented under Vietnam’s revised PPP Law, which shortens project preparation time to around 10 months.
The expressway is the main road link between HCMC and the Mekong Delta. Rapid growth in traffic has overwhelmed the existing four-lane road, especially on the Trung Luong–My Thuan stretch, which lacks emergency lanes. The expansion is expected to ease congestion, enhance safety, improve logistics efficiency, and reduce travel time across the region.
