HCMC – Vietnam’s Ministry of Construction has assigned Airports Corporation of Vietnam (ACV) as the project investor for phase 2 of Long Thanh International Airport project.
Under the decision, the Vietnam Air Traffic Management Corporation will act as investor for technical infrastructure serving flight operations.
ACV is responsible for preparing the feasibility study for the second phase of the big-ticket airport project, including investment phasing plans to match operational demand at each stage.
The ministry also required ACV to ensure sufficient funding, meet quality and schedule standards, improve investment efficiency, and preserve and grow state capital. During project preparation, ACV must closely coordinate with the Vietnam Air Traffic Management Corporation to ensure consistency among project components.
Earlier, ACV proposed continuing as the investor for phase two. The phase includes building an additional passenger terminal and related facilities, raising the airport’s capacity to 50 million passengers and 1.5 million tons of cargo per year. Total investment is estimated at around VND80 trillion, funded from ACV’s lawful capital sources.
ACV also suggested prioritizing construction of the third runway and related supporting works. These items would later be incorporated into the second-phase feasibility study for submission to the Minister of Construction for investment approval.
Key components include the third runway, parallel and rapid-exit taxiways, connections to phase 1 facilities, and airfield equipment such as lighting systems, markings, signage and auxiliary infrastructure. The total investment for these items is estimated at about VND13 trillion, funded by ACV.
The corporation said it is financially capable of starting the third runway project using after-tax profits from 2024–2025 and additional capital from stock dividends. Other items will be financed through a combination of equity and loans.
ACV is currently the investor of component project 3, which covers essential airport facilities built by the airport operator, and is also the future operator of Long Thanh airport.
The company said continuing as the phase 2 investor would ensure consistency in investment, development and operation across the entire project.
