HCMC – HCMC has unveiled an ambitious plan to invest US$40 billion in constructing seven metro lines with a combined 355 kilometers by 2035.
The proposal, presented by the Department of Transport at a recent meeting with the People’s Council of HCMC, aligns with a directive from the Politburo and incorporates input from the central Government and relevant ministries. It aims to meet 40–50% of the city’s public transportation needs.
By 2045, the metro network is set to expand to 10 lines with a total length of 510 kilometers. Public transportation is projected to handle 50–60% of the city’s commuting demands by then.
For the first seven lines, planned between 2026 and 2030, the estimated cost is US$16.35 billion. The city intends to cover 35.54% of this amount through its budget, with the remainder sourced from bonds, central Government support, and deferred-payment contracts.
An additional US$24 billion will be required from 2031 to 2035, with funding drawn from similar sources, including city finances, local bonds, and central Government contributions.
The city has outlined a phased timeline, prioritizing approvals and land clearance by 2027, with construction expected to begin soon after. The project aims for completion by 2035.
To ensure smooth implementation, HCMC has proposed 30 national policies and 13 government-level initiatives. These measures are designed to streamline administrative procedures, attract strategic investors, and promote transit-oriented development.
