HCMC – The Ministry of Agriculture and Environment has allocated a total of 63,811 hectares of sea area off Haiphong City and Lam Dong Province to Vietnam Electricity Group (EVN) and Vietnam Oil and Gas Group (Petrovietnam) for offshore wind power surveys.
Under Decisions 137 and 138, the two groups are allowed to conduct surveys without paying sea-use fees for a period of up to 36 months.
Specifically, 24,000 hectares of offshore waters near the Long Chau Archipelago and Bach Long Vi Island off Haiphong have been allocated for survey and measurement work for the Bac Bo and Bac Bo 1.3 offshore wind projects.
Meanwhile, 39,811 hectares of offshore waters off Lam Dong have been designated for surveys of the Nam Trung Bo 1 offshore wind project.
The allocation marks an initial step in offshore wind development, providing a legal basis for data collection and feasibility assessment, while helping the State manage marine space and avoid overlaps with other activities.
Businesses are not allowed to transfer or commercialize sea-use rights and must strictly comply with regulations on national defense, security and environmental protection.
Under the revised National Power Development Plan VIII, Vietnam targets 6,000 MW of offshore wind capacity by 2030, rising to 17,500 MW by 2035, and 113,000–139,000 MW by 2050.
