HCMC – Prime Minister Pham Minh Chinh has called for a comprehensive review and removal of legal barriers in the mining and land sectors to unlock resource potential and create momentum for achieving double-digit GDP growth in the 2026-2030 period.
The Vietnam News Agency (VNA) reported that the prime minister has signed Dispatch No. 130, instructing relevant bodies to swiftly resolve legal issues hindering the exploitation of mineral and land resources.
Mineral exploitation in recent years has continued to face unresolved issues and remains out of step with the two-tier local government model. In response, the Politburo has ordered amendments to the Law on Geology and Minerals, while the Party Central Committee has directed revisions to the Land Law. Both draft amendments are scheduled to go before the National Assembly for approval at its 10th sitting in October 2025.
To promptly clear bottlenecks and obstacles and spur rapid, sustainable growth, Prime Minister Chinh has called on ministries, agencies, and localities to thoroughly review and pinpoint issues in the Law on Geology and Minerals, the Land Law, and related decrees and circulars. The findings must be submitted to the Ministry of Agriculture and Environment by August 20, 2025.
The ministry will compile feedback from ministries and localities to amend and supplement legal documents governing the mineral and land sectors. The revisions will be based on principles of full decentralization, streamlined administrative procedures, greater transparency, and stronger post-inspection. A report on the results must be submitted to the prime minister by August 22.
In addition to completing draft amendments to the Law on Geology and Minerals and the Land Law, the ministry is responsible for revising, supplementing, or replacing problematic provisions within its authority. It will also propose changes falling under the jurisdiction of the Government and the prime minister. All tasks must be completed by September 10, 2025.
