HCMC – Coated steel products from Vietnam will face preliminary anti-dumping duties ranging from 40% to 88% in the United States, according to a recent decision by the U.S. Department of Commerce (DOC).
On April 4, the DOC announced its preliminary decision in an anti-dumping investigation into coated steel imports from several countries, including Vietnam. The investigation was initiated in September 2024 following petitions filed by U.S. steel manufacturers.
According to the initial findings, steel producers in Vietnam will be subject to anti-dumping duties as high as 88.12%.
Some Vietnamese companies will face specific rates. Hoa Sen Group is subject to the highest rate at 59%, while Ton Dong A is facing a 39.84% duty. Other companies, including China Steel & Nippon Steel Vietnam, Hoa Phat Steel Sheet Company (a subsidiary of Hoa Phat Group), and Nam Kim Steel, will face 49.42%.
The DOC is expected to issue its final determination by August 18, before the U.S. International Trade Commission (ITC) makes a final ruling in October 2025.
According to DOC data, U.S. imports of coated steel from Vietnam reached US$626 million in 2021, rose to US$751 million in 2022, and then dropped sharply to US$241 million in 2023.
Luong Hoang Thai, director of the Trade Remedies Authority under Vietnam’s Ministry of Industry and Trade, said the high duties are due to the U.S. not recognizing Vietnam as a market economy. As a result, surrogate values from a third country were used to calculate duties on Vietnamese products.
“This does not accurately reflect the actual production and export activities of Vietnamese firms,” Thai said.
In addition to the anti-dumping duties, steel manufacturers in Vietnam are also facing a parallel countervailing duty investigation being conducted by the DOC. Depending on the findings, this could result in additional duties being imposed on steel exports to the U.S.
