HCMC – Work on the Ring Road No. 3 project, which will connect HCMC, Binh Duong, Dong Nai and Long An, is expected to begin in the third quarter of 2023 and be completed in 2025, according to the prefeasibility study for the project.
The HCMC government has submitted the prefeasibility study to the prime minister, the local media reported.
The investment, compensation and site clearance plans and construction phases are kept unchanged as in a report sent in late January to the prime minister. However, the total investment and the progress of the project has changed.
The first phase of the project will need some VND75.4 trillion, including over VND25.9 trillion for construction and equipment, nearly VND41.6 trillion for site clearance and the remainder for project management and backup.
The State will provide half of the investment, or VND38.74 trillion, and the remaining VND36.6 trillion will be sourced from the localities’ budgets.
Under the prefeasibility study, HCMC, Binh Duong, Dong Nai and Long An proposed the National Assembly (NA) issue special policy for them to complete the project by 2025.
Specifically, the governments of the four localities should be allowed to conduct subprojects within their precincts. The NA should assign the NA’s Standing Committee to decide the investment plan for the project in case of adjustments and the HCMC government to summarize localities’ opinions about the adjustments to the investment plan.
They also proposed the NA allow them to appoint contractors for consulting, infrastructure relocation, resettlement, site clearance and compensation packages.
The Ring Road No. 3 project, which will be 91.64 kilometers long, is designed to start at an intersection with the Ben Luc-Long Thanh Expressway in Dong Nai’s Nhon Trach District and end at an intersection with the expressway in Dong Nai’s Ben Luc District.
In the first phase, 76.34 kilometers of the road will be developed with four lanes and a designed speed of 80 kilometers per hour. Parallel roads will have at least two lanes each.
In the second phase, the ring road will have eight lanes and a designed speed of 100 kilometers per hour.
According to the HCMC government, when in place, the Ring Road No. 3 will help ease the overload of the traffic system in the gateway area, improve the competitiveness of HCMC and improve connectivity with satellite urban areas.
